A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at the Electric Center, 1200 Fort Vancouver Way, Vancouver, Washington, on Tuesday, April 20, 2021.

At 9:00 a.m., President Malinowski called the meeting to order for the transaction of formal business. Commissioner Malinowski noted a quorum was present and the agenda was approved as presented (Materials A).
Public Comment
Member of the public Jean Avery provided comments on Bird-Friendly Week and the work on the City of Vancouver’s Climate Action Plan.
Member of the public Cathryn Chudy provided comment on the climate crisis and the rising temperature of the earth.
Member of the public Rick Marshall provided comment on Earth Day from the climate activist community’s perspective.
Member of the public Don Steinke provided comment on energy conservation and system controls.
Member of the public Alona Steinke shared Northwest Energy Coalition’s recent meeting and encouraged the utility to join the organization.

Consideration of the Minutes of April 6, 2021
There were no changes.
Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated April 20, 2021 from the District Auditor (Materials B):
Electric Revenue Fund – $7,688,641.33
Water Revenue Fund – $237,587.49
Generating System Fund – $429,453.53
For a total of $8,355,682.35
Consideration of Resolution of Establishment of LUD Nos. 1408 and 1410
Director of Engineering Cal Morris addressed the board regarding the Establishment of Local Utility District No. 1408 and 1410.
Resolution No. 7653 – LUD No. 1408 – Si-Ellen Farms PH 1
Resolution No. 7654 – LUD No. 1410 – Si-Ellen Farms PH 2
After the presentation by Mr. Morris, Commissioner Malinowski opened for public comment. There being no comment, a motion was made by Commissioner Barnes, seconded by Commissioner Van Dyke, and unanimously carried that Resolution Nos. 7653 and 7654 be adopted (Materials C).
Consideration of Interlocal Agreement with C-Tran for Mill Plain Bus Rapid Transit Project
Director of Engineering Cal Morris reviewed the memo dated April 20, 2021 outlining the agreement between Clark Public Utilities and C-Tran for the Mill Plain Bus Rapid Transit project that will include the relocation of electric facilities (Materials D).
Commissioner Van Dyke moved to give the CEO/General Manager the authority to sign the Interlocal Agreement bewtween Clark Public Utilities and C-Tran for the Mill Plain Bus Rapid Transit project. Commissioner Barnes seconded the motion and it passed unanimously.

Commissioner Barnes reported on her attendance at the Public Power Council meetings.
Commissioner Van Dyke reported on her attendance at the Columbia River Economic Development Council meetings.

Staff Reports
Energy Resource Manager Terry Toland provided an update on the recent safety awards received by the River Road Generating Plant team and provided an overview of the upcoming maintenance work that will be done at the plant (Materials E).
CEO/General Manager Lena Wittler and Director of Water Doug Quinn provided an overview of the upcoming virtual event planned for Earth Day on April 24, 2021. A recap of the event will be provided at an upcoming meeting.
