At 9:00 a.m., President Van Dyke called the meeting to order for the transaction of formal business. Commissioner Van Dyke noted a quorum was present and the agenda (Materials A) was updated to move the Executive Session to the end of the meeting.
Consideration of the Minutes of April 7, 2020
There were no corrections.
Public Comment – Non Agenda Items
There were no comments.
Consideration of Accounts Payable
The board, by a unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated April 21, 2020 from the District Auditor (Materials B):
Electric Revenue Fund – $22,066,006.52
Water Revenue Fund – $834,314.04
Generating System Fund – $72,628.32
For a total of $22,972,948.88
Consideration of Emergency Community Response Extension
CEO/General Manager Lena Wittler review the memo dated April 21, 2020 (Materials C) requesting board approval to extend the temporary guidelines for the Operation Warm Heart, Senior Rate Credit and Guarantee of Service programs through June 30, 2020.
Commissioner Barnes moved to extend the Emergency Community Response measures under the Operation Warm Heart, Senior Rate Credit and Guarantee of Service programs through June 30, 2020. Commissioner Malinowski seconded the motion and it passed unanimously.
Commissioner Reports and Comments
Commissioner Barnes asked for an update on the Public Power Council Executive Meeting, Director of Energy Resources Dan Bedbury shared that the meeting consisted of a review of the materials sent out ahead of time.
Commissioner Van Dyke thanked all employees for adapting so well to the remote working environment.
Staff Reports
CEO/General Manager Lena Wittler shared that the utility had been recognized again for the RP3 Diamond designation. She thanked staff for working hard to achieve this designation. Ms. Wittler also provided the board with an update on utility staff working remotely.
Public Comment
There were no public comments.
With no public comments to come before the board the meeting was recessed into executive session at 9:30 a.m. in accordance with the Open Public Meetings Act. RCW 42.30.110 (1)(i) – To discuss potential litigation. The executive session was expected to last no longer than 15 minutes and no action was taken during the executive session.
Commissioner Van Dyke reconvened the public meeting at 9:45 a.m. to extend the executive session until 9:55 a.m.
