A meeting of Commissioners of Public Utility District No. 1 of Clark County was held at 1200 Fort Vancouver Way on Tuesday, February 4, 2025.

At 9:00 a.m., President Barnes called the meeting to order for the transaction of formal business and the agenda was approved as presented (Materials B).

Consideration of the Minutes of January 21, 2025
The minutes were approved as presented.
Consideration of Accounts Payable
The board, by unanimous vote, approved the following payment amounts as listed on the Letter of Transmittal dated February 4, 2025 from the District Auditor (Materials D):
Electric Revenue Fund – $33,563,339.45
Water Revenue Fund – $7,405,288.62
Generating System Fund – $22,488,987.82
For a total of $63,457,615.89
Employee Service Awards
Director of Operations/Interim Director of Water Gene Morris recognized Facilities Technician – Mechanical John Owens for 20 years of service.
Director of Customer Service Lisa Fix recognized Senior Customer Service Representative Angie Wolfe for 35 years of service.
Consideration of Sole Source for the Replacement of the Continuous Emissions Monitoring System for the River Road Generation Plant
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated February 4, 2025 outlining the request to sole source the continuous emissions monitoring system for the River Road Generating Plant.
Commissioner Erickson moved to approve Resolution No. 7882 waiving the competitive bidding requirements to replace the continuous emissions monitoring system (CEMS) for the River Road Generating Plant, approving sole source designation to Custom Instrumentation Services Corporation. Commissioner Van Dyke seconded the motion and it passed unanimously.
Consideration of Disposal 122 of Surplus Vehicles and Equipment
Materials and Purchasing Manager Cathy Wannamaker reviewed the memo dated January 28, 2025 requesting the approval to dispose of equipment as surplus through a public auction sale with J. Stout Auctions, Washougal, WA.
Commissioner Van Dyke moved to approve of Disposal 122 of Surplus Vehicles and Equipment as presented. Commissioner Erickson seconded the motion and it passed unanimously.
Commissioner Reports and Comments
Commissioners Barnes, Van Dyke and Erickson reported on their attendance at the Northwest Public Power Association Power Supply Workshop.
Commissioners Erickson and Van Dyke reported on their attendance at the Columbia River Economic Development Council Investor Event.
Commissioner Erickson reported on her attendance at the Columbia River Economic Development Council Executive Committee meeting.
Commissioner Barnes reported on her attendance at the Energy Northwest New Member meeting.
Staff Reports
CEO/General Manager Lena Wittler shared that the legislative session so far has been very busy and staff has been working closely with our lobbyist and Washington PUD Association. Ms. Wittler reported on her attendance at the Western Energy Institute CEO meetings, a potential tariff on gas from Canada, and the short pause on application of payments of Federally-funded LIHEAP assistance grants to customer accounts.
Director of Communications and Corporate Citizenship Erica Erland and Clean Energy Program Manager Matt Babbitts provided the board with a legislative update and bill summary. Following the summary the Board directed staff to provide comments on House Bill 1847, signing in to the house committee hearing as “Other” and sharing written testimony outlining concerns.
